Matthew T. Mullarkey, Ph.D.

Dr. Mullarkey is the president of Stochastic Wave Services and Inventor of Design Doing™. Dr. Mullarkey is also a professor and the co-founding Director of the Doctor of Business Administration (DBA) Program for the USF Muma College of Business.

Dr. Mullarkey received a Ph.D. in Business Administration with a concentration in Information Systems from the University of South Florida, an MBA from the University of South Carolina, an MS in Systems Management from the University of Southern California, and a BS in Engineering from the United States Military Academy (West Point).

Mullarkey’s areas of research interest include design science research and action research in the evaluation and creation of information systems, smart cities, IoT, healthcare, social networking, and data science. Mullarkey teaches using case based discussions that engage Doctoral, MBA and MIS undergraduates in complex business decisions that typically involve a technology component. His case study based capstone courses emphasize critical thinking, business analysis, and the impact of information technology and systems on real‐world, business decision‐making. Mullarkey is the Editor‐in‐Chief of the USF Muma Case Review and an editor and reviewer for a number of academic journals.

Mullarkey is a 2019 recipient of the Fulbright Scholar Award, 2018 recipient of the USF Faculty Externship Award, 2017 recipient of the USF Muma College of Business Outstanding Faculty Community Engagement Award, and 2015-2016 ISDS Undergraduate Teacher of the Year Award.

Mullarkey actively supports entrepreneurship and university to industry tech-transfer through his roles as a Co-Principal Investigator on the 2018-2021 NSF I-Corps Site Grant, as a 2016 recipient of the NSF I‐Corps National grant in his role as mentor, as a member of the USF I-Corps Site Committee, and as a USF I‐Corps Site instructor.

His service includes active engagement as an instructor, coach and mentor with startup companies involved with USF Connect, Tampa Bay WAvE, Florida‐Israel Business Accelerator, and the Greater Tampa Chamber of Commerce Startup Scholars. Mullarkey is a board member with the Tampa Bay Technology Forum, Speak Up Tampa Bay and the Tampa Bay Community Network, the USF Institute for Research in Art Community Advisory Council, the West Point Society Florida West Coast, and a past member of the CEO Council of Tampa Bay.

An Airborne, Ranger qualified veteran of the U.S. Army, Mullarkey has more than 25 years of experience as a president, chief executive officer, chief operating officer, and senior vice president in Fortune 1000 and in startup companies in the automotive, applied materials and medical device industries.

Mullarkey was a corporate officer at two NYSE listed companies, a board member of three private equity controlled companies, executive‐in‐residence for a healthcare private equity firm, board chair for the nationally affiliated Urban League of Lorain County non‐profit, and founded two startup companies.

Mullarkey works to integrate his business experience with the needs of the students, faculty and administration of the USF Muma College of Business in ways that contribute to student education and preparation for jobs, increases partnering with the Tampa Bay business community, and informs research with impact.
